Stephen Hebert - Senior Advisor
Mr. Stephen Hebert (Mr. Hebert”) serves as a Senior Advisor to CM Equity Partners
Mr. Hebert served as the President and member of the Board of Directors of 3001 Inc. (“3001”), a geospatial mapping company serving the Department of Defense and a CMEP Portfolio company, until its acquisition by Northrup Grumman (“NOC”) in 2008. Mr. Hebert joined 3001 in 1970 and became President 2001. Mr. Herbert’s primary responsibilities included government relations, client relations, contract negotiations, and the creation and implementation of new technology, including supervising 3001’s pioneering efforts in the market of digital photogrammetric mapping cameras. Mr. Hebert was one of the first in the industry to use Computer Aided Design and Drafting (“CADD”) systems. Mr. Hebert developed automated field-to-finish techniques for turnkey surveying and mapping operations, establishing 3001’s Hydrographic Surveying Department in 1979. Beginning in 1986, he managed the first federally funded countywide GIS programs for property ownership mapping, which included one of the first commercial applications of Global Positioning System (“GPS”) surveying. Mr. Hebert’s experience in developing government partnerships among local, state, and federal agencies for geospatial projects helped 3001 perform the first statewide digital orthophotography mission for the U.S. Geological Survey and the State of Louisiana, recognizing the need for a more efficient method to create Digital Elevation Models (“DEMs”). In addition, Mr. Hebert implemented a newly designed airborne LIght Detection and Ranging (“LIDAR”) sensor created for 3001 by a U.S. defense contractor.
Mr. Hebert is a registered Professional Land Surveyor (“PLS”) in several states. He also is a Certified Hydrographer and a Certified Mapper under the American Society of Photogrammetry and Remote Sensing (“ASPRS”). Since February 2007, he has served on the board of Lake Charles Harbor & Terminal District.
